Professional School Counselor Licensure

The Utah State Board of Education sets the licensure requirements for professional school counselors. In order to be licensed, school counselors must have a minimum of a master’s degree in school counseling and complete requirements as outlined in statute. Types of licensure:

Student Intern License – As a school counseling intern, the intern assumes responsibility and begins working directly with students. The university may issue an intern license to ensure a necessary background procedures have been completed and support student safety. Interns assigned to elementary, middle, and secondary schools receive temporary licenses as part of their professional preparation.

Professional Educator License (Level 1) – These licenses are issued to counselors who are beginning their professional careers in school counseling. The student must have completed their master’s program including field experience and received a passing score on a PRAXIS exam. Additional criteria may be required by the Utah State Board of Education.

Professional Educator License (Levels 2+) – Upon completion of requirements, school counselors may apply for an entry year’s enhancement and upgrade their license to advanced levels.

USU’s MEd program in Professional School Counseling adheres to the training standards of the American School Counselor Association (ASCA) and is accredited by the Association for Advancing Quality in Educator Preparation (AAQEP).  Given the varied and changing requirements across jurisdictions, we have not determined and cannot assure that graduates will meet all requirements for licensure in all states or territories.  You are encouraged to become familiar with relevant state licensing laws and discuss your curricular plan with the program director and advisors.
